We picked up an Avis rental car at the Hotel Mundial, in the Praca Martim Moniz. It was a 7-minute walk from our hotel so it was convenient. We dropped the car off at the airport at the end of our rental and there was no drop-off fee.
We got an Ibiza, which easily fit our 2 roll-aboards.
You don't need to get a GPS if you have an Apple phone. You can connect to Apple Car Play via bluetooth.
We opted not to get the Via Verde toll pass. It turned out we didn't need it. We were driving north from Lisbon and most of the toll roads have machines. There was only 1 toll road that we needed to avoid because it only had electronic tolls. You'll know it doesn't have machines when the sign has a radar symbol.
